OVERVIEW:
The Department of Defense FSXXI Flight Simulation Training Program required comprehensive training and program development that would validate significant defense investments and demonstrate measurable improvements in mission readiness for America's next generation of military aviators. The U.S. Army Aviation Center of Excellence leads the Flight School XXI program at Fort Rucker, Alabama (now Fort Novosel)—the primary training program for all Army rotary-wing aviators and the largest facility of its kind in the world. Training approximately 4,000 entry-level and graduate-level students annually across multiple cargo, attack, utility, and training helicopter platforms, the program required sophisticated simulation technology, rigorous quality assurance, and proven leadership in learning development to maintain its world-class standards.
SOLUTION:
Strategic Program Leadership: Leading cross-functional teams of subject matter experts, test directors, technical mechanics, and subcontractors through rigorous technology enhancement assessments that measured both program success metrics and the quality of simulation advancements. Program leadership encompassed complete project management, integrated master scheduling, risk mitigation strategies, and meticulous contingency planning and documentation—ensuring that every phase of development met exacting military standards while staying on timeline and within budget parameters.
Advanced Training Technology Integration: Under the contract, General Dynamics Information Technology (GDIT) utilized advanced simulation technology to own, operate, maintain, and upgrade a comprehensive suite of virtual flight simulators while providing related training and program management services. The implementation integrated live, virtual, and constructive training solutions with multi-domain operations training capabilities, creating immersive learning environments that prepared aviators for the real-world complexity of missions.
Rigorous Assessment & Validation: By conducting systematic assessments that quantified training effectiveness, technology performance, and operational readiness improvements, teams provided the empirical evidence that defense decision-makers required to validate program investment and demonstrate measurable return on mission capability.
RESULT:
The program's documented success and comprehensive management approach directly contributed to securing a $1.7 billion, five-year program extension—one of the most significant contract awards in military aviation training. As Amy Gilliland, GDIT's president, noted: "We have partnered with the U.S. Army for nearly two decades and provided more than 1 million hours of simulation training. We are looking forward to continuing to support the next generation of aviators with cost-effective and modern training capabilities."
With over 11 years of service on this program as a Project Manager and Training Expert, strategic learning and development leadership, combined with rigorous assessment methodologies and advanced technology integration, not only enhance training outcomes but also validate and secure continued investment in mission-critical defense capabilities. The program's success positioned it as a model for excellence in military aviation training.
